How to Make This Pixel Glitch Effect

Turn a figure render into a streaked, sorted-pixel glitch using Stippld and a stack of Wind filters. Stippld converts the image into a grid of square dots, three coloured drop shadows give the dots their RGB fringe, and repeated Wind passes smear those dots into the final trails.
